New requirements for outbound domestic workers

Newly hired Overseas Filipino Workers (OFWs) employed as household service workers (HSWs) including caregivers or caretakers have to comply two mandatory requirements amongst others before they can work abroad under the new guidelines of the government in the documentation and deployment of HSWs.Director Rhea Glynda Calantas of the Philippine Overseas Employment Administration (POEA) VI said based on the latest resolution of the POEA Governing Board last Friday, no newly-hired HSW shall be processed without submitting the National Certificate for HSW and the Country Specific Language and Culture Certificate of Competency or Certificate of Attendance.

The HSW-NCII attests that the worker possesses the four core skills competencies that include house cleaning, laundry and ironing, preparation of hot and cold meal, and provision of hot and cold food beverages services. This is issued by TESDA after a worker has passed the assessment conducted by its accredited assessment centers.

For Western Visayas, Calantas said the TESDA accredited assessment centers are St. Therese-MTC Colleges in Molo, Iloilo City for domestic helpers and Riverside College in Bacolod City for caregivers.

On the other hand, the Certificate of Attendance is being issued by the Overseas Workers Welfare Administration (OWWA).

Calantas said the pre-qualification certificate requirements are included in the new policy in the deployment of HSWs being implemented by the government as part of its effort directed towards better standards, welfare and protection for Filipino women working abroad.

"Our domestic helpers are vulnerable to abuse by their employers when they do not posses the necessary skills required of them", said Calantas.

On the other hand, Labor and Employment Secretary Arturo Brion recently clarified that the new policy on the training of household service workers is not a fund-raising scheme by the government but a way of developing and furthering the skills of these workers to raise their standards and their salaries.

The Department of Labor and Employment (DOLE) reported that data from OWWA indicate that about 80 percent of welfare cases were composed of women overseas Filipino workers working as domestic helpers abroad.

To further dispel negative speculations and misinformation being peddled by some quarters against this new policy of the government in the deployment of HSWs, President Gloria Macapagal Arroyo has instructed concerned agencies to team up and push a full information drive on this issue reinforced by consultations and dialogues.

The dialogues will serve as the venue to hear the sides of the protesting OFWs and other overseas job applicants as there may be a need for a clearer and broader explanation of the new guidelines among all affected sectors and groups.

    Hotels will face staff crunch

Dubai: Hotels in Dubai will be competing with each other to recruit skilled staff in 2008 as the year will see the opening of several luxury properties, hoteliers say.

Thousands of job vacancies will be created next year, but there are only a limited number of places from where hotels can hire most of their staff at their budgeted salaries.

The problem is acute for companies that need a large number of employees. The $1.5-billion Atlantis resort, which is scheduled to open in late 2008, will be hiring most of its staff towards September next year.

"On paper it looks we have about two years. But to find those numbers for a project of this size is not going to be easy because there are so many other hotels that are also recruiting," said Suresh Menon, vice-president of human resources.


"There is a shortage of good skilled people. We are not recruiting from just one country. And a lot of the hotels are doing similar rounds to recruit from a similar pool of talent," he added.

Global chain Movenpick will open nine hotels in 2008 across the Middle East and five of these will be in Dubai alone. By 2009, it will open 19 new hotels in the region, creating 6,036 rooms and 93 new restaurants and bars.

Movenpick's Middle East vice-president for sales and marketing Tawfiq Tamim says the average for his group is one employee per room.

"Human resource is the biggest concern for all hotel chains in Dubai," he told Gulf News.

Rising cost of living in the city and inflation, caused in part by the dollar's weakness, are pushing salaries higher, Tamim added.

"We have to pay a lot more to get senior executives from Europe and Asia because of the dollar's devaluation," he said. Traditionally hotel companies have hired the rank and file staff from countries like the Philippines, Sri Lanka and India.

Staff origins

A large number of the rank and file workers and senior and middle-level staff also come from Arab countries. China, Indonesia and some East European countries are also seen as good places to recruit hotel staff.

Brain drain from Lebanon due to the turbulent political situation may help Dubai in getting more educated and skilled labour. "Lebanon's loss may be Dubai's gain," Tamim says.

His company will hire significant numbers from Egypt, Jordan and other Arab countries for middle and senior levels.

Large hotel chains also move staff from existing properties. This allows them to train fresh recruits and promote serving employees to senior positions.

Another challenge is to get a right mix of different nationalities with a variety of language skills. The UAE government is keen to see more nationals being employed in the hospitality sector.

Menon said he will have discussions with Dubai's Department of Tourism and Commerce Marketing (DTCM) officials for recruiting Emiratis.

The number of UAE nationals pursuing careers in Dubai's hospitality industry is just 533 at present, according to DTCM

Canada's famous Tim Hortons coffee and donut chain has been recruiting Filipino workers, Labor Secretary Brion said Wednesday.

“They came to me last month and they are recruiting Filipinos. I think they have talked to local placement agencies already," Brion said. “In the days ahead, we more Filipino workers will be leaving for Canada."

Tim Horton, established in Hamilton, Ontario in 1964, is famous for its donuts. The store has rapidly expanded across Canada to become its largest quick-service food chain. It also has many outlets in the northeastern United States.

According to Wikipedia, Tim Hortons is often perceived to be part of the culture and national identity of Canadians.

It has franchise stores in Canadian cities and towns. The chain has expanded aggressively across most regions of Canada.

As of January 2007, there were 2,710 outlets in Canada, 336 outlets in the United States and one outlet just outside Kandahar, Afghanistan.

Tim Hortons has supplanted McDonald’s as Canada's largest food service operator; it has nearly twice as many Canadian outlets as McDonald's, and its system-wide sales surpassed those of McDonald's Canadian operations in 2002.

The chain accounted for 22.6% of all fast food industry revenues in Canada in 2005.

Tim Hortons commands 76% of the Canadian market for baked goods (based on the number of customers served) and holds 62% of the Canadian coffee market (compared to Starbucks, in the number two position, at 7%).

Job fair

Apart from this, there are still many more job opportunities for skilled Filipino workers in Canada, Brion said in an interview on radio.

A team of Canadian employers from the province of Saskatchewan will soon be arriving for a jobs fair on March 21.

In turn, a Philippine delegation will leave for Canada to look for job prospects in the provinces of Manitoba and Alberta, Brion said in an interview on radio.

The Department of Labor and Employment (DOLE) signed in January a memorandum of understanding with the Ministry of Advanced Education and Employment (MAEE) of the Province of Saskatchewan of Canada.

The agreement is set to boost linkages and “cooperation in the fields of labor, employment and human resource development," and is projected to generate at least 5,000 highly-skilled Filipino workers.

Jobs in Manitoba and Alberta

Brion said the DOLE is finalizing a similar accord with officials of Manitoba, while government executives from Alberta have also expressed interest to enter into the same arrangement.

“There are quite a number of job opportunities for Filipinos in Alberta," Brion said. Some of the workers needed include welders, machinists, truck drivers, and heavy equipment operators.

Earlier, Brion said Canada has also become an emerging alternative destination for highly skilled workers in the oil and gas industry.

The department credited the labor market demand to the development of the oil-rich central and western Canadian provinces, as the Philippines and Canada are working to strengthen their friendship through common solutions to labor and human resource challenges pursuant to their respective laws and regulations.

Remittances from Canada

Canada is the world's second largest country in area, and has an increasing volume of remittances from major economies hosting Filipino workers.

Bangko Sentral ng Pilipinas data showed that total OFW remittances from Canada reached $117.061 million in 2005, representing a growth of 73.8 percent from $67.338 million in 2004.

The labor attaché to Toronto, Canada, said the agreement between the two countries would open more jobs for the Filipinos.

“Canada's slow birth rate and graying population are factors propelling the need for overseas Filipino workers, who would also be filling up labor market requirements this time in central and western Canada amidst the development of the oil and gas industry in the area," labor officials said.

They stressed that undocumented Filipino truck drivers in the Middle East as well as highly experienced Filipino oil and gas workers could now have a chance to apply for high-paying, safe and quality job opportunities in Canada.

Apart from the demand for workers in the oil and gas industry, other opportunities, such as food crew at the McDonald's fast food chain, would be offered soon.

“Normally, these job types pay $6 to $7 per hour, but here, they pay as high as $15." the DOLE said.

POEA warning


Brions aid jobseekers interested to work in Canada should first check with the Philippine Overseas Employment Administration (POEA) if the placement agency they are applying with is accredited by the government agency.

Earlier, the POEA warned against illegal recruiters that have victimized a number of Filipinos.

The POEA particularly mentioned the Canadian Career Caregiver Services that has been luring overseas Filipino workers (OFWs) already employed in Taiwan, Hong Kong, South Korea, Singapore and Dubai to apply as caregivers in Canada.

POEA Administrator Rosalinda Baldoz said CCCS promised deployment of Filipinos to Canada without going back to the Philippines. This method of recruitment, she said, could result in breach of contract of the OFWs with their present employers.

Baldoz said CCCS is neither accredited to any local recruitment agency nor registered with the POEA as a foreign principal or employer.
